Through December 2012 City Oakland residents can get a rain barrel free of charge, paying only for the cost of tax and delivery (if requested)

You may be thinking of greywater.  There are some *grey* areas on the legality depending on how you collect it and which state you live in. Check out this link: http://greywateraction.org/faqs/greywater-recycling#faq40

I just joined this group.  Is it legal to collect rain water.  I thought it was illegal.

That is a good deal.

I have been thinking about upgrading to food grade barrels and getting a first flush diverter kit that would drain away the first few gallons of dirty water that initally comes off the roof. Put that in your preparedness kit!

65 Gallon, all ready to go. 

 

They're $45, which I think is a deal.  I made a rain barrel out of a white 55 gallon plastic barrel and it probably cost me about that much in the end, for the barrel plus parts.
